Written Answers - Securing of Tenure.

506 Mr. Gilmore asked the Minister for Justice, Equality and Law Reform the action, if any, he has taken to amend landlord and tenant law to take account of the issues which arose from the sale of Mespil flats by Irish Life in 1993 in relation to the protection of the rights of long-term tenants; and if he will make a statement on the matter. I understand that in the light of concerns which had been raised about the position in relation to security of tenure of long-term tenants in private rented accommodation, a working group was established by my predecessor in 1994 to examine and report on the position of security of tenure in the private rented sector, with particular reference to any changes which may be desirable to the provisions of the Landlord and Tenant (Amendment) Act, 1980. The group consisted of representatives of the legal profession, the Irish Auctioneers and Valuers Institute, Threshold and the Departments of the Environment and Justice.

The working group submitted proposals in relation to the issue of the right of such tenants to a new tenancy. I am examining these proposals at present with a view to submitting them, together with my recommendations, to Government as soon as possible.
