Resignation of Member.

Before we come to deal with questions I wish to announce for the information of the House that I have received notice in writing from the Minister for Foreign Affairs, Deputy Ray Burke, today that he is resigning his membership of Dáil Éireann. In accordance with the provisions of Standing Order 159 the resignation takes effect upon receipt of the notice.

I ask Members to reserve any comments they may have until we come to deal with the Order of Business, in view of the strict time limit that applies to Question Time.

When a member resigns from Government I understand the procedure is that I mention it at this stage.

Does the Taoiseach wish to make an announcement?

The Taoiseach shall make an announcement and any comments Members may wish to make should be made after questions.

It is with profound regret that I have today accepted, on behalf of the Government, the resignation of the former Minister for Foreign Affairs, Raphael P. Burke. It is a double tragedy for Ray and his family that he should feel compelled to tender his resignation at a time of bereavement and great personal stress. In accordance with the provisions of the Constitution I am advising the Presidential Commission to accept the Minister's resignation.

Pending the appointment of a successor to the Minister I, as Taoiseach, will assume responsibility for the Department of Foreign Affairs. It is also with further regret that I accept his decision to resign his seat as a Member of Dáil Éireann.

His outstanding record of service as a public representative for 30 years as a councillor and TD as well as the remarkable 29 years' service of his late father, Paddy, demonstrate in real terms the commitment of the Burke family to the constituents of North Dublin and county.
