58 Mr. Timmins asked the Minister for the Environment and Local Government if he will give details of the system which is to be set up to monitor the performance of public officials both at Government and local authority levels. [16095/97]

The position regarding performance management in the Civil Service is set out in the Taoiseach's reply to Question No. 3 on 8 October 1997.

Restructuring agreements under the Programme for Competitiveness and Work have been concluded with most local authority staffing groups. All of these agreements include a commitment to the introduction of changes which promote a positive attitude to organisational and personal performance and development. These changes will include the introduction of systems to develop and encourage such performance and development. The implementation of these changes will be a matter for discussion between management and staff representatives.

Report No. 37 of the Review Body on Higher Remuneration in the Public Service recommends the introduction of performance-related pay for local authority managers and assistant managers. It recommends that a performance appraisal board be established which would be given the task of developing and operating a performance-related pay scheme for managers. The report recommends that responsibility for appraising performance of assistant managers be assigned to their respective managers and that performance targets should reflect the targets agreed for their managers. No decision has been made in relation to the implementation of the report.
