85 Mr. G. Mitchell asked the Minister for Foreign Affairs the steps, if any, he has taken to protest to the Russian authorities regarding the new Russian religion law; and if he will make a statement on the matter. [16124/97]

The law on freedom of conscience and religious associations was signed by President Yeltsin on 26 September last. The law confirms the right to freedom of conscience, freedom of religious creed and equality before the law. However, areas of concern arise in relation to the requirements in the law for the registration of religious communities as well as the distinction drawn between religious organisations and religious groups and their associated rights.

Together with our European Union partners Ireland has made our concerns known to the Russian authorities about the possible negative implications of the law, both in terms of its practical implementation and in regard to commitments undertaken by Russia in international organisations and in international agreements. The first draft of the law was amended following representations from the EU and others, but concerns remain with regard to the text of the law which has now been adopted. In our contacts with the Russian authorities we will continue to stress the need for an open and flexible approach to the implementation of the law so as to ensure freedom of conscience and non-discriminatory treatment of religious communities within the Russian Federation.
