Question:

130 Mr. Yates asked the Minister for Public Enterprise if her attention has been drawn to dissatisfaction by householders around the country in relation to the quality of service provided by cable television operators; and the proposals, if any, she has to establish, through her own Department or in conjunction with the Office of the Director of Telecommunications Regulations, consumer related service to monitor these complaints. I am not aware of widespread dissatisfaction with the service provided by cable television operators.

The licensing of cable television operators is carried out pursuant to the Wireless Telegraphy Act, 1926, and in accordance with the Wireless Telegraphy (Wired Broadcast Relay Licence) Regulations, 1974, as amended. These powers were transferred to the Director of Telecommunications under the Telecommunications (Miscellaneous Provisions) Act, 1996, from 30 June 1997.

The enforcement of cable TV licence conditions in relation to matters such as quality of service is a matter for the director and, in these circumstances, it would not be appropriate for me to seek the establishment of a consumer related service of the kind envisaged by the Deputy.
