384 Mr. Haughey asked the Minister for Tourism, Sport and Recreation the locations, if any, which are being considered for the national conference centre, following the invitation to tender by Bord Fáilte to selected applicants; the request, if any, to participate in the tender procedure which was submitted in relation to a site in the East Wall and North Wall areas; and if he will make a statement on the matter. The new tender procedure for a national conference centre to be located in Dublin, which is being conducted in accordance with the EU Council Director 93/37/EEC, is an operational matter for Bord Fáilte under the auspices of the independent management board for product development.

Under the terms of the Tourism Operational Programme, the agreement of the Government and the EU Commission on foot of a cost-benefit analysis conducted in accordance with Community law will be required in respect of any final selection made.

The full tender procedure notice was published in the Official Journal of the European Communities on 13 September. The notice was also published in the Irish daily newspapers on 16 September. It invited applicants to submit requests to participate in the tender procedure by 5 p.m. on Monday, 20 October. Twelve responses were received and on 31 October, ‘invitation to tender' documentation was dispatched by Bord Fáilte to seven qualified applicants, who now have until 14 November to confirm their intentions to submit full tenders. Those applicants will then have three months to submit their tenders, that is by the end of January next year, following which the tenders will be assessed.
The release of information in relation to these applicants, including their intended sites, is a matter for the independent management board for product development.
