O'Keeffe asked the Minister for Foreign Affairs the number of the 143 naturalisations, which have taken place in accordance with the investment based scheme established by Government decision of December 1988, which were issued with Irish passports; the procedures used for the issue of these passports; whether normal procedures were followed in these applications; and, if not, if he will give details of the normal procedures not adhered to; and the reason for the non-compliance with procedures in this regard.
