Question:

177 Mr. Hayes asked the Minister for the Environment and Local Government whether his attention has been drawn to the fact that local authorities are increasing rents on tenants who are participants on community employment schemes or job initiative projects; if he will instruct local authorities regarding the disincentive that this course of action is having amongst many long-term unemployed persons; and if he will make a statement on the matter. Local authorities were requested on 29 June 1994 to arrange that, where tenants' income is increased by participation in the community employment programme, their differential rent would not be increased as a result.
