190 Mr. Haughey asked the Minister for the Environment and Local Government the reason credit cannot be given for periods when applicants did not hold a PSV licence in relation to the criteria for assessing applications for taxi licences in cases where licences were renewed annually though not necessarily on the exact date required; if he will ask Dublin Corporation to be flexible in these cases; and if he will make a statement on the matter. The computation of points, where relevant, for the purpose of taxi licence applications in existing taximeter areas is determined in accordance with the Sixth Schedule of the Road Traffic (Public Service Vehicles) (Amendment) Regulations, 1995, as amended by the Road Traffic (Public Service Vehicles) (Amendment) Regulations, 1997. Copies of these regulations are available in the Oireachtas Library.

The regulations provide, in the interests of clarity and of equity as between applicants, that points may only be awarded in respect of each full year that a licence was held. The administration of these provisions in particular cases is the responsibility of the licensing authority concerned.
