Question:

205 Ms Fitzgerald asked the Minister for Justice, Equality and Law Reform the international agreements under the aegis of his Department which have not currently been signed by the State and which the State should sign or become a party to; the international organisation, if any, responsible for the agreement in each case; the date and place each agreement was adopted or opened for signature; and when it is proposed to sign each agreement or become a party to it. The Deputy will appreciate that signature-ratification by Ireland of an international agreement is a matter for decision by Government. The following is the information sought by the Deputy in relation to those agreements relating to my Department's areas of responsibilities which have been subject of such Government decisions.

Agreement on Illicit Traffic by Sea, implementing Article 17 of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

Organisation responsible.

Council of Europe.

Date-place adopted.

31 January 1995; Strasbourg.

Proposed for signature.

Before end of 1998.

Convention on Jurisdiction, Applicable law, Recognition, Enforcement and Co-operation in respect of Parental Responsibility and measures for the Protection of Children.

Organisation responsible.

The Hague Conference on Private International Law.

Date-place adopted.

19 October 1996; The Hague.

Proposed for signature.

As soon as the necessary implementing legislation is in place.
