Andrew Boylan

Question:

223 Mr. Boylan asked the Minister for Agriculture and Food when headage and premia grants will be paid to a person (details supplied); the reason for the delay in this regard; and if his Department will expedite this payment. [21422/97]

The person named applied for suckler cow premium on 17 animals under the 1997 suckler cow premium scheme for small scale milk producers on 30 May 1997. He also submitted three applications under the 1997 ten month special beef premium scheme. The person concerned declared a milk quota on his 1997 area aid application form. His co-op has been requested to certify the milk quota details. His premia applications cannot be processed for payment until certification of his milk quota has been forwarded to the Department from the co-op concerned. When this is done the application will be processed and any payment due will issue in due course.

Payment could not issue under the 1997 cattle headage scheme until such time as the area aid application of the person named had been cleared. This has now been done and payment will issue within the next week.

224 Mr. Aylward asked the Minister for Agriculture and Food if his Department will accept a late application in relation to the 1997 beef scheme from a person (details supplied) in County Kilkenny who genuinely understood that this was included with his application under the 1997 cow suckler scheme in May 1997. [21423/97]

The 1997 terms and conditions governing late applications are quite specific. A late application is acceptable only in force majeure circumstances such as illness or incapacity of a producer or loss of an application in the post when such circumstances are proven satisfactorily to this Department.

The person named is not the registered herdowner as required under the terms and conditions of the cattle headage scheme.

My Department is awaiting documentation from the person named pertaining to lease of the holding and when this is furnished and approved, payment of grants will issue.
