Written Answers. - Water and Sewerage Schemes.

Question:

310 Mr. Wall asked the Minister for the Environment and Local Government the proposals, if any, his Department has received from Kildare County Council or Athy Urban District Council regarding the extension of Athy sewerage scheme to cater for all areas within the urban boundary not currently catered for; and if he will make a statement on the matter. [21399/97]

While no formal proposals for this scheme have been received in my Department, Athy UDC submitted a report on further stages of the Athy sewerage improvement scheme in 1995. The local authority was advised that given the high level of existing commitments under the water and sewerage services investment programme, it was not possible to advance the scheme at that stage.

A further letter on the matter was submitted to my Department on 20 November 1997. The position with regard to funding remains unchanged.

Question:

311 Mr. Howlin asked the Minister for the Environment and Local Government if he will provide additional equalisation funding to the Nenagh Urban District Council which arises from charges of £315,000 from Tipperary North Riding County Council for Nenagh's regional water supply scheme in view of the fact that the amount provided in 1997 Estimates is £150,000 and the increase of £165,000 represents £5,893 rate in the pound or 18.61 per cent and in view of the fact that the income to meet this charge must come from the commercial sector in view of the fact that domestic water service charges have been abolished, unless additional equalisation funding is forthcoming. 319 Mr. Howlin asked the Minister for the Environment and Local Government if his Department will provide additional equalisation funding to the Nenagh Urban District Council to offset charges of £315,000 from Tipperary North Riding County Council for Nenagh's regional water supply scheme in view of the fact that income to meet this charge must come from the commercial sector unless additional Exchequer funding is forthcoming. [21480/97]

I propose to take Questions Nos. 311 and 319 together.

I am formulating a comprehensive package of measures in relation to local government funding, including the establishment of a local government fund. Equalisation will be an important component of this system and will take into account the needs and resources of all local authorities, including Nenagh. I will therefore review Nenagh UDC's case for additional funding early in 1998.
