Question:

117 Mr. Deasy asked the Minister for Justice, Equality and Law Reform if he will raise the question of the dramatic increase in the flow into Ireland of illegal immigrants from central and eastern European countries at the forthcoming Summit of Heads of State in view of the fact that these countries are applicants for membership of the EU; and if he will make a statement on the matter. The Treaty on European Union provides appropriate structures for member states to inform and consult one another, within the Council, in areas regarded as matters of common interest, such as immigration policy and policy regarding nationals of third countries. Such exchanges take place on a regular basis and it is not proposed to raise any specific issues in this area at the forthcoming European Council. In addition, agreements between the European Community and the applicant countries provide for free trade primarily, but also include economic and technical co-operation, financial assistance and a political dialogue which allows for exchanges with regard to such matters as illegal immigration and asylum.
