108 Mr. Stanton asked the Minister for Defence the date on which AF 451 (FCÁ) (Amended) was circulated to units; the steps, if any, which have been taken to ensure compliance with the requirement to furnish each subject FCA officer with a copy of the form and the instructions for completion; if he has satisfied himself that this laid down procedure has been adhered to in all units and sub-units of the FCA; and if he will make a statement on the matter. 122 Mr. Bell asked the Minister for Defence the new format of appraisal of FCA and Slua Muirí; when it was introduced; the numbers appraised using this format to 30 November 1997; the manner in which the concepts underpinning this new format have been communicated to the individual officers of the 7th, 10th and 23rd battalions; the units where no appraisals have commenced; and if he will make a statement on the matter. 140 Mr. Stanton asked the Minister for Defence if there has been an amendment to Defence Force Regulation R5, paragraph 148 (A); if not, the way in which reporting officers know the standard of the general body of officers of similar rank within the command; the particular reference material available or used by them to enforce compliance with the stipulation; and if he will make a statement on the matter. In view of the detailed nature of the information sought by the Deputies which is not readily available at Defence Forces Headquarters, it has not been possible to have the matters raised by the Deputies clarified at unit level in the time available. These matters are continuing to be investigated and I will communicate with the Deputies again as soon as possible.
