159 Mr. Quinn asked the Tánaiste and Minister for Trade and Employment proposals for legislation being prepared under the auspices of her Department where heads have not been approved to date by Government; and if she will make a statement on the matter. [1106/98]

I propose to take Questions Nos. 152 and 159 together. The following is the position on proposed legislation in relation to my Department.

1. Proposed legislation where heads of Bill have been approved by Government.

Companies (Amendment) Bill

To examine a number of aspects of the Companies Acts arising from the Company Law Review Group's report of December 1994 and the ongoing monitoring of the operation and effectiveness of existing legislation.

The Copyright and Related Rights Bill

(500 Heads)

End of July 1998

To implement three EU Directives on copyright and related rights, to fulfil requirements arising from the EEA agreement and deal with urgent domestic issues. (It is proposed that the heads and the Bill will be submitted together to the Government for approval.)

Industrial and Provident Societies (Amendment) Bill

– possible amendment to facilitate mergers of agricultural co-operatives or similar societies

Implementation of Posting of Workers Directive (96/71/EC).

– to ensure that the pay and conditions of such workers at least equate to the minimum levels applicable in the host State.

Insurance Bill, 1998

– to allocate regulatory responsibility for insurance intermediaries to the Central Bank.

Industrial Development (Amendment) Bill 1998

– To provide for the establishment of the new company development agency arising from the proposed restructuring of Forbairt, An Bord Tráchtála and the services to business function of Fás
