Written Answers. - Teachers' Retirement Scheme.

Question:

141 Ms Clune asked the Minister for Education and Science the requirements necessary for a person to avail of early retirement from a teaching post. [2868/98]

It is open to teachers to apply for early retirement under three strands. The requirements for early retirement under each strand are as follows:

Strand 1. This strand is open to teachers with not less than 15 years wholetime or pensionable service who are consistently experiencing professional difficulties in their teaching duties.

Strand 2. This strand is open to teachers aged 55 years or more who have a minimum of 20 years pensionable service, where the school managerial authorities verify that the retirement would provide opportunities to enhance the educational services provided by the school.

Strand 3. This strand is open to permanent teachers who are in posts which are surplus to requirements and from which they may not be redeployed readily and which will not be filled should they leave the posts. It is expected that applicants under this strand will have at least five years pensionable service since teachers with less than five years pensionable service will not qualify for the award of a pension.

Offers of early retirement under strand 3 will be confined to teachers who are in one of the following situations: (a) The teacher is confirmed as holding a post which is surplus to requirements; (b) The teacher is in a school where the holder of a post which is surplus to requirements does not wish to retire; an offer will be made where the teacher has applied for early retirement and occupies a post to which the surplus teacher could and would be assigned; and (c) Where neither of the teachers at (a) or (b) wish to avail of an early retirement offer, then an offer of early retirement under this strand may be made to a teacher who occupies a post in another school to which the teacher in the surplus post could and would be redeployed under the relevant redeployment panel arrangements.
Strands 1 and 3 are, together, subject to an overall quota of 150 retirements per year. Strand 2 is subject to a quota of 250 retirements per year.
Priority will be given to older teachers where the number of applications exceeds the quota.
