Before achieving a settlement in the National Museum agreement under the Programme for Competitiveness and Work with technical assistants, senior technical assistants and graphic artists had to be reached and arrangements made for the filling of agreed vacancies and for the employment for a further two years of temporary professional and technical staff. The vacancies in question were the Keeper of Natural History, the filling of which was approved on 25 June 1997, the Keeper of Antiquities, which became vacant on 1 January 1998 and the consequential vacancy in that area at assistant keeper grade I.

The agreed settlement reached involved the upgrading of three posts, two from assistant keeper grade II to assistant keeper grade I and one from graphic artist to senior graphic artist.
