104 Mr. N. Ahern asked the Minister for Health and Children if he will provide details of the possible solutions the interdepartmental committee on Paraguayan adoptions has put forward in relation to the legal and practical difficulties faced by families who have effected ordinary adoptions in Paraguay; the steps, if any, he is taking to implement these possible solutions; and if he will make a statement on the matter. The interdepartmental committee on Paraguayan adoptions found that the two main problems experienced by families who effected ordinary adoptions in Paraguay were that the children could not be granted Irish citizenship and issued with Irish passports. The passport issue is being resolved by the issuing of a special travel document.

The committee considered that the most effective means of resolving the above problems would be the recognition of the adoptions or their conversion into full adoptions. With the assistance of the Department of Foreign Affairs and the Office of the Attorney General, I am trying to establish whether such recognition or conversion is possible.
