Question:

320 Mr. R. Bruton asked the Minister for Education and Science if the governing authority of the various universities have all met; if all necessary ministerial nominations have been made; and if he has set a deadline by which all authorities shall have held their first meeting to ensure that there is not an excessive hiatus in having an authority in place to guide important developments in the colleges. 330 Mr. Allen asked the Minister for Education and Science if he will make a statement on his failure to reappoint the Catholic Bishop of Cork and Ross, as well as the Church of Ireland Bishop of Cork, Cloyne and Ross, to the governing body of University College Cork. [4666/98]

331 Mr. Allen asked the Minister for Education and Science the names and details of the persons appointed by him to the governing bodies of University College Dublin, University College Cork, University College Galway and University College Limerick. [4667/98]

I propose to answer Questions Nos. 320, 330 and 331 together.

The Universities Act, 1997 was commenced with effect from 16 June, 1997. In accordance with section 23 of the Act, I appointed commissions for the various universities to determine the composition of the first governing authority of each university. A statutory deadline of three months applied to the work of the commissions and each commission duly reported to me within this timeframe.

Section 16 of the Universities Act, 1997 sets out the parameters for the composition of the university governing authorities. In accordance with these statutory provisions and the deliberations of the individual commissions, I was entitled to nominate three members to the governing authorities in the case of University of Limerick, National University of Ireland, Cork, National University of Ireland, Dublin, Dublin City University and National University of Ireland, Galway and two members in the case of National University of Ireland, Maynooth. When selecting my nominees, I was required to consult with the chief officer of the relevant university and was also required to ensure that there were at least two nominees from within my nominees and those of the representative organisations, who were nominated by organisations representative of business or industry or who, in my opinion, were representative of business or industry, I was statutorily prohibited from nominating an employee or a student of the individual university and I was also required to ensure a gender balance from within my nominees. My nominees to the governing authorities of the various universities are set out in the following schedule and I am confident that each nominee will contribute significantly to the work of the various governing authorities.

The present position is that first meetings of the new governing authorities have been held in the following universities on the following dates:

National University of Ireland, Maynooth

29 October, 1997

University of Limerick

18 December, 1997

National University of Ireland, Cork

3 February, 1998

The first meetings are scheduled to be held in the remaining universities as follows:

National University of Ireland, Galway

27 February, 1998

National University of Ireland, Dublin

10 March, 1998

Dublin City University

24 March, 1998
