Question:

54 Ms O. Mitchell asked the Minister for Public Enterprise if she will ensure that the public service contracts negotiated with the Dublin public transport providers will include an environment pay back clause, whereby providers will be remunerated to the extent that they contribute to reducing traffic congestion and noise and air pollution. [2388/98]

The purpose of the proposed public service contracts is to increase the transparency and to facilitate and encourage better performance by the CIE operating companies.

I do not propose to include an environmental pay back clause in the contracts. The main environmental contribution comes from the very existence of a good public transport system through a reduction in traffic congestion and energy consumption and I would like Bus Átha Cliath to concentrate on this.

The additional benefits of a specific environmental clause would be relatively small and it would be very difficult to enforce as many relevant aspects of its day to day operations are beyond the control of Bus Átha Cliath.
