147 Mr. Higgins (Dublin West) asked the Minister for Public Enterprise if she will make available two delegate positions, free of charge, to any community based groups which have been involved in dealing with proposals for mobile phone masts in their communities with regard to the IPA organised conference on 6 March 1998 dealing with mobile phone technology in view of the fact that this conference has been convened because of the widespread concern within communities about the possible health effects or microwave radiation related to the mobile phone networks. My intention for the conference is that it will offer an opportunity for an open and honest debate around the issues which have been raised.

My Department, in conjunction with the Departments of Health and Children, and the Environment and Local Government, has assembled a panel of recognised international experts who will, in addition to sharing their expert knowledge of the issues involved, approach the subject matter from the view point of the local representative or official or concerned individual.
The target audience for the conference is very wide and includes local authorities, health boards, Government Departments, and the communications industry itself. The conference is also aimed at concerned individuals and community groups. To facilitate these community groups, a special subsidised delegate rate of £75 per person is available. Full conference rates range from £200 to £350 per delegate. These rates include documentation, lunch and refreshments.
Conference brochures have issued to a very wide range of organisations and individuals and the conference has been widely reported on in the media. Full conference details are available on the Department's website and copies of the conference papers will be available afterwards, as will a video of the procedings.
Arrangements for the conference are at an advanced stage and bookings have already been received from a wide range of organisations and individuals. I am glad to report that a wide range of public representatives, including many from local authorities, have already signed up.
As the total number of places available is limited and as it is important that there is a wide ranging representation from the different interests, I consider that the arrangement for subsidised fees for community groups offers the best way forward.
