Question:

128 Mr. Shatter asked the Minister for Health and Children his views on whether the recognition of Paraguayan simple adoptions, which is the last remaining obstacle to the enactment of the Adoption (No 2) Bill, 1996, is now overwhelming; and if he will make a statement on the matter. [5865/98]

I am advised that there are a number of legal and constitutional difficulties surrounding the recognition of Paraguayan ordinary adoptions and I am, at present, endeavouring to ascertain whether a means can be found to enable recognition of the adoptions. I intend to meet the parents of adopted Paraguayan children shortly to discuss the options available.
