I propose to take Questions Nos. 57 and 58 together.
An advance payment of £4,459.31 issued to the person concerned on 10 December 1997 in respect of a suckler cow premium payment. Before the balance of the premium payment can issue all of the forage area declared by the person concerned must be validated by the land parcel identification system.
Following digitising and validation against aerial photography of the 60.77 hectares claimed by the person concerned in 1996, it appears that an over-declaration may have occurred. My Department is arranging to issue a map of the digitised land to the person concerned to determine if such an over-declaration exists. As soon as the maps are returned, the case will be finalised and any outstanding payments, if due, will issue.

An advance payment of £1,177.93 issued to the person concerned on 2 December 1997 in respect of a suckler cow premium payment. Before the balance of the premium payment could issue, all of the forage area declared by the person concerned had to be validated by the land parcel identification system.
This has now been completed and balancing payments should issue to the person concerned witin the next week.
61 Mr. Farrelly asked the Minister for Agriculture and Food the reason area aid payment has been withheld from a person (details supplied) in County Meath; and if he will make a statement on the matter. [6016/98]
Following digitising and validation against aerial photography of the 15.54 hectares claimed by the person concerned in 1996, it appeared that an over-declaration may have occurred. My Department issued a letter and a map of the digitised land of 11.36 hectares to him in July 1997, to determine if such an over-declaration existed. No reply was received from the person named and, accordingly, the relevant penalties set out in the EU regulations were applied.
This will require repayment of £360.67 which was paid to the person named under the 1996 special beef premium scheme.
