219 Mr. Sargent asked the Minister for the Environment and Local Government the requirements of the regulations, if any, in force, governing the management of clean and waste waters and waste water disposal in animal sales marts or yards. [6133/98]

220 Mr. Sargent asked the Minister for the Environment and Local Government the requirements of the regulations, if any, in force, governing the management of clean and waste waters and the disposal of waste water in meat plants, abattoirs and poultry producing and processing plants and units. In so far as Regulations relating to areas for which my Department has responsibility are concerned, the management of waste waters from the activities referred to, including their disposal, is subject to control by local authorities and by the Environmental Protection Agency, as appropriate, under the Local Government (Water Pollution) Regulations, 1978 and 1992, and the Environmental Protection Agency (Licensing) Regulations, 1994 as amended. These regulations relate to the licensing and pollution prevention provisions of the Local Government (Water Pollution) Acts 1977 and 1990, and the Environmental Protection Agency Act, 1992. The controls under the regulations and Acts concerned are additional to any requirements under other statutes, including the Local Government (Planning and Development) Acts.

I propose to take Questions Nos. 221, 222, 223, 224 and 225 together.

In so far as Regulations for which my Department has responsibility are concerned, waste management activities are subject to controls by the Environmental Protection Agency (EPA) and local authorities, as appropriate, under a range of Regulations including the Waste Management (Licensing) Regulations, 1997, the European Communities (Transfrontier Shipment of Waste) Regulations, 1994, the European Communities (Use of Sewage Sludge in Agriculture) Regulations, 1991, the European Communities (Waste) Regulations, 1984, and the European Communities (Waste) Regulations, 1979.
Activities listed in the First Schedule to the Environmental Protection Agency Act, 1992 (No. 7 of 1992), which includes certain intensive agricultural and animal slaughtering activities, are licensable by the EPA in accordance with the Environmental Protection Agency (Licensing) Regulations, 1994, as amended. The foregoing controls are generally additional to any requirements under other statutes, including the Local Government (Planning and Development) Acts.
