Question:

43 Mr. Stanton asked the Taoiseach the guidelines, if any, his Department has issued internally or to any agency or body in relation to the use of the national flag and the European flag; and if he will make a statement on the matter. [6582/98]

Arrangements are made annually for the flying of the national flag from certain State buildings on particular days throughout the year and these are communicated by my Department to other Departments. Advice is also given as necessary to Departments, bodies and individuals on the flying of the national flag in accordance with established protocol as expressed in the booklet "An Bhratach Náisiúnta" published by the Government Supplies Agency.

In accordance with this annual practice, my Department, on 13 February 1998, requested all other Departments and the Office of Public Works to arrange for the flying of the national flag on the following specific occasions during 1998 from buildings under their control, equipped with a permanent flag pole.

In Dublin

1. St. Patrick's Day (17 March)

2. Easter Sunday (12 April) and Easter Monday (13 April)

3. The National Day of Commemoration (5 July)

4. The Kerrygold Dublin Horse Show (5-9 August)

5. Dublin Theatre Festival (5-17 October)

Outside Dublin

1. St. Patrick's Day (17 March)

2. Easter Sunday (12 April) and Easter Monday (13 April)

3. The National Day of Commemoration (5 July)

4. On the occasion of any significant local festivals and events which may be brought to attention by the interests concerned.

My Department also informs other Government Departments on occasions when it is considered appropriate to fly the national flag at half mast.

My Department does not normally issue guidelines in relation to the use of the European flag. However, on 22 December 1997, my Department requested the Department of Foreign Affairs and the authorities in Dublin Castle to arrange for the flying of the national flag and EU flag on 1 January 1998, to mark the 25th anniversary of Ireland joining the European Union. The EU flag is normally flown from Government Buildings at the request of the European Commission along with the national flag on Europe Day which falls on 9 May.

44 Mr. Stanton asked the Tánaiste and Minister for Enterprise, Trade and Employment the guidelines, if any, her Department has issued internally or to any agency or body in relation to the use of the national flag and the European flag. [6583/98]

The protocol in relation to the flying of flags on State buildings is laid down by the Department of the Taoiseach and regard is had to this protocol.
