Question:

73 Mr. Higgins (Mayo) asked the Minister for Agriculture and Food the reason for the non-payment of 1996 and 1997 beef premium and extensification premium grants to a person (details supplied) in County Mayo. [6729/98]

No applications for special beef premium were received from the person named in 1996 or 1997. However applications under this herdnumber were submitted in both years purporting to be from the previous owner of this herdnumber whom it is now understood died before the submission of any applications.

In the circumstances a full investigation of this case is now under way.

Question:

74 Mr. Higgins (Mayo) asked the Minister for Agriculture and Food the reason for the delay in the payment of headage grants to a person (details supplied) in County Mayo. [6730/98]

The person named applied on 22 animals including seven beef cows under the 1997 cattle headage scheme. At an inspection on 15 September 1997, the inspecting officer was not satisfied that one of the beef cows had ever calved. My Department wrote to the person named on 3 December 1997 advising him that his application would be subject to a penalty and asking him if he wished to appeal that decision. He appealed the decision on 29 January 1998 and as the information provided was not sufficient to enable the inspecting officer to change the original decision, my Department wrote again to the person named on 25 February 1998 advising him of this and asking him to provide any further evidence. The person named has 21 days in which to reply to this letter.
