268 Mr. Higgins (Dublin West) asked the Minister for the Environment and Local Government the national policy regarding new large plants which will greatly increase greenhouse gas emissions. [6959/98]

I propose to take Questions Nos. 267 and 268 together.

Details relating to the policies and measures which have been put in place to limit and/or reduce greenhouse gas emissions are set out in Chapter 5 of Ireland's Second National Communication under the UN Framework Convention on Climate Change, a copy of which is available in the Oireachtas Library. In addition, a consultancy study commissioned jointly by my Department and the Department of Public Enterprise to identify and evaluate the scope for intensifying existing and developing additional policies and measures to limit or reduce greenhouse gas emissions is expected to be completed shortly and will be made publicly available. The study will address all greenhouse gases and all sectors of the economy, including the energy, industry, transport, commercial, residential and agriculture sectors. Its conclusions will assist in informing future policy having regard to the requirements of the Kyoto Protocol and relevant developments at EU level.

Integrated pollution control licensing by the Environmental Protection Agency (EPA) now applies to all new activities, with major pollution potential, included in the First Schedule to the Environmental Protection Agency Act, 1992. In its licensing function, the EPA is required to have regard,inter alia, to relevant public policies and objectives.

269 Mr. Higgins (Dublin West) asked the Minister for the Environment and Local Government if he will provide a copy of the national greenhouse gas inventory submitted to the UN Framework Convention on Climate Change secretariat for each of the years 1990, 1996 and 1997. [6960/98]

National inventories of greenhouse gases for the years 1990-4 inclusive and 1995 (provisional) are contained in Tables 4.1-4.6 of Ireland's Second National Communication under the United Nations Framework Convention on Climate Change (UNFCCC), a copy of which was made available to the Oireachtas Library. Final data for 1995 and provisional data for 1996 are set out in the following tables. The Environmental Protection Agency (EPA) is currently working on the finalisation of the 1996 inventory and the compilation of the 1997 inventory.
