354 Mr. Sargent asked the Minister for Justice, Equality and Law Reform the conditions under which blasting permits are issued in relation to commercial quarrying operations at a County Sligo site (details supplied), and if account is taken of the fact the site is within or in the vicinity of a natural heritage area and potential special area of conservation. 355 Mr. Sargent asked the Minister for Justice, Equality and Law Reform the number of permits for blasting operations at a County Sligo commercial quarry (details supplied): and to whom granted and the dates of issue from January 1992 to date. [7085/98]
I propose to take Questions Nos. 354 and 355 together. Permits for blasting operations at commercial quarries are not issued by my Department or by the Garda authorities. However, the Garda authorities do authorise the transfer of explosives. Eighty seven authorisations were issued in respect of the quarry referred to by the Deputy from January 1992 to date. Details are set out in the following tabular statement. Conditions governing these authorisations are set out in European Communities (Placing on the Market and Supervision of Explosives for Civil Uses) Regulations, 1995, S.I. No. 115 of 1995 which gave effect to Council Directive 93/115/EEC on the harmonisation of the provisions relating to the placing on the market and supervision of explosives for civil uses.
