Michael Moynihan

Question:

147 Mr. M. Moynihan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will receive his headage and suckler grants. [7096/98]

The person named is not the registered owner of the herd number quoted. The registered owner of the herd number quoted did not apply for 1997 suckler cow premium or cattle headage grants under the herd number quoted. He did, however, apply for grants under the schemes mentioned under a different herd number registered in the name of his grand-uncle and grand-aunt — he has since leased their lands. My Department is not satisfied as to the separation of the enterprises of the registered owner of the herd number quoted and that of his father who is also an applicant under the 1997 cattle headage scheme. The matter is being investigated at present and when it is resolved my Department will outline the position to the person named and to his father.

Question:

148 Mr. Deenihan asked the Minister for Agriculture and Food if the area aid unit of his Department has confirmed that the total forage area declared by persons (details supplied) in County Kerry is 56.01 hectares and not 46.04 hectares as indicated by the area aid unit; if outstanding payments will issue in the near future; and if he will make a statement on the matter. A 1997 area aid application was received from the person concerned with a declared forage area of 56.01 hectares. When digitising and validation against aerial photography was completed there was insufficient land digitised to meet the declared area. Maps issued from my Department in early March to the person concerned asking that the additional area be identified. When the maps have been returned, with the additional area duly marked, it will be digitised and the processing of the application will be finalised.

Question:

149 Mr. Creed asked the Minister for Agriculture and Food the position regarding the ongoing discussions referred to in his reply to Parliamentary Question No. 102 of 10 March 1998; and the discussions, if any, which are taking place regarding payment of installation aid applications received by Teagasc prior to 7 August 1997. [7192/98]

Discussions with the various farming organisations on the scheme of installation aid as a whole are currently taking place, including the position regarding applications not fully processed by Teagasc prior to 7 August 1997.

150 Mr. Perry asked the Minister for Agriculture and Food when a person (details supplied) in County Sligo will receive his suckler cow and headage payments in view of the fact that there is documentary evidence on file from previous years indicating the transfer of ownership took place; and if he will make a statement on the matter. Applications for grants under the 1997 headage and premia schemes will be processed for payment following the transfer of herd number. This transfer will take place when satisfactory cattle handling facilities are provided.

151 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his 1997 suckler cow premium. [7194/98]

Balancing payments should issue to the person concerned within the next two weeks.

152 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his 1997 headage and premia payments, in view of the fact that Deputy Ring sent his original certificate of postage for his area aid form to the area aid office on 17 February 1998. The person named applied under the 1997 sheep headage and ewe premium schemes. He was paid the first instalment of £506.83 under the 1997 ewe premium scheme on 8 July 1997 and the second instalment of £197.98 on 13 November 1997. He was paid £277.64 in respect of the rural world premium on 8 July 1997.

A postal certificate was submitted by the person concerned indicating that a 1997 area aid application was submitted on time and a valid area aid application is now recorded for the person named. Outstanding rural world and sheep headage payments will issue as soon as the area aid application is fully processed.

No applications in respect of the 1997 cattle headage scheme, 1997 suckler cow premium scheme or the 1997 special beef premium ten month, 22 month and bull schemes have been received from the person concerned.
