Question:

128 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his 40 per cent 1997 suckler cow scheme payment. [8083/98]

Maps have been received from the person concerned and the necessary digitising should be completed within the next two weeks. The processing of the area aid application will then be finalised and any outstanding payments will be issued. Payments have already issued to the person concerned in respect of sheep headage £2,200; cattle headage £1,038 and suckler cow advance payment of £841.38.

129 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive his 40 per cent 1997 suckler cow scheme payment. [8084/98]

An advance payment of £252.41 issued to the person concerned on 5 December 1997 in respect of 1997 suckler cow premium. However, before the balance of the premia payments can issue the forage area declared by the person concerned in 1996 and 1997 must be validated by the land parcel identification system (LPIS).

The 11.48 hectares declared by the person concerned on his 1996 area aid application and outlined on the maps which accompanied the application form have been digitised and validated against aerial photography. The digitised area amounted to 9.68 hectares. To reconcile this apparent overclaim, I have arranged for maps of the digitised area to be sent to the person concerned for examination. When the maps have been returned, duly amended if appropriate, the case will be finalised and any outstanding payments will issue.

131 Mr. Ring asked the Minister for Agriculture and Food when an appeal for 1997 cattle headage will be finalised for a person (details supplied) in County Mayo in view of the fact that the matter was ongoing with the local office from July to November 1997 before his notice of appeal was submitted. The herdowner lodged an appeal on 2 December 1997 concerning his 1997 cattle headage application. Appeals are dealt with in the order in which they are received and it is expected that his case will be examined in the near future. The herdowner will be notified of the outcome.

Jimmy Deenihan

Question:

132 Mr. Deenihan asked the Minister for Agriculture and Food when an outstanding beef premium payment will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [8088/98]

According to the area aid application submitted by the person named, he is in an official milk recording scheme. Before the beef premium payment can issue to the person named he must submit the certified average milk yields for the years 1996 or 1997 for use in the calculation of stocking density levels.

133 Mr. Crawford asked the Minister for Agriculture and Food when a person (details supplied) in County Monaghan will receive his 1997 headage payment. [8089/98]

The person concerned declared a forage area of 8.7 hectares on his 1997 area aid application form. However three plots of land have not been digitised due to the unavailability of maps outlining the plots. I have arranged for maps of the relevant townlands to issue to the person concerned. When the maps have been returned, with the plots duly marked, they will be digitised and the processing of the application will be finalised. Outstanding payments can then be issued.

An advance payment of £168.27 issued to the person concerned on 5 December 1997 in respect of 1997 suckler cow premium. Before the balance of the premia payments could issue the forage area declared by the person concerned had to be validated by the land parcel identification system (LPIS).

This validation has now been completed and the balancing payments should issue within the next two weeks.

An advance payment of £168.27 issued to the person concerned on 5 December 1997 in respect of 1997 suckler cow premium. Before the balance of the premia payments can issue the 26.99 hectares of forage area declared by the person concerned on his 1996 area aid application form has to be validated by the land parcel identification system (LPIS).

The forage area declared in 1996 and outlined on the maps which accompanied the area aid application form has been digitised and validated against aerial photography. The digitised area amounted to 25.28 hectares. To reconcile this apparent overclaim I have arranged for maps of the digitised area to be sent to the person concerned for examination. When the maps have been returned, duly amended, the case will be finalised and any outstanding payments will issue.

Question:

136 Mr. Yates asked the Minister for Agriculture and Food if his Department will reconsider the eligibility for a special beef premium for a person (details supplied) in County Wexford in view of the additional data showing the correct forage area; and if his subsidy can now be approved. [8108/98]

An area aid application was received from the person named in 1997 with a declared forage area of 75.28 hectares. On the basis of this area, payments issued in respect of 1997 special beef premium applications.

EU regulations stipulate that additional land cannot be added to an area aid application, unless the area aid unit is notified before 15 May of the relevant year. No amendment was received in my Department requesting that additional land be included on the application before that date and consequently the amendment cannot now be made.

137 Mr. Perry asked the Minister for Agriculture and Food if he will accept the area aid application for a person (details supplied) in County Sligo; and if he will make a statement on the matter. [8166/98]

The 1996 area aid application of the person named was received on 30 April 1996 and recorded without penalty. Payments for 1996 have issued in full to the person named.

The final date for receipt of 1997 area aid applications was 9 June 1997, with late penalties applying to applications received between the closing date of 15 May 1997 and 9 June 1997. The area aid application of the person named was received on 10 June 1997 and consequently cannot be accepted as valid.

Pádraic McCormack

Question:

138 Mr. McCormack asked the Minister for Agriculture and Food in relation to area aid payments, the grant payable per unit in extensification when the stocking rate units are under 1.4 units per hectare; the grant payable when the stocking rate units are under one unit per hectare; and the rates of payments per unit for each of the years from 1996 to date according to the stocking rate. [8170/98]

A single rate of extensification premium of £29.86 per head was payable in 1996 to producers whose stocking density was below 1.4 lu/ha. Differentiated rates of premium were introduced in 1997 as follows:

£43.13 per head

1.0 lu/ha-1.4 lu/ha

£29.86 per head

These rates also apply in 1998.
