80 Mr. Callely asked the Minister for Foreign Affairs his views on the positive value of Irish neutrality; and if he will make a statement on the matter. [8305/98]

I believe that Ireland's policy of military neutrality has a positive and constructive value. I see our policy of military neutrality as an important element of our foreign policy which is based on constructive and active engagement with the key international issues. Ireland's policy of military neutrality has been in keeping with the desire of Irish people to see Ireland play a constructive and honourable role in international efforts to address the causes of conflict, to respond to international crisis and humanitarian disasters when they occur and to contribute to the efforts of the international community to manage and bring to an end such crisis.
