349 Mr. Perry asked the Minister for Finance if he will have arrangements made to grant the primary medical certification in the case of a person (details supplied) in view of the medical grounds and the relevant medical documentation which has been lodged; and if he will make a statement on the matter. [8569/98]

I have no function whatsoever with regard to the granting of the primary medical certificate required under the disabled drivers and disabled passengers (tax concessions) scheme. For the purposes of the scheme, the granting of this certificate is a matter of judgment on the part of the director of community care and medical officer of health in the local health board. If such certificate is refused, the matter may be appealed to the Disabled Drivers Medical Board of Appeal, an independent body, whose decision is final.

I am informed by the Office of the Revenue Commissioners that they have not received an application or an inquiry from the person referred to by the Deputy. It may be that the person has been refused a primary medical certificate. If that is the case, the person should contact the medical board of appeal to make arrangements for an assessment of his medical condition to be carried out.
