Question:

713 Mr. O'Shea asked the Minister for Education and Science the proposals, if any, he has to provide full-time work for post primary teachers who are in casual work or without work; and if he will make a statement on the matter. [8775/98]

The teacher allocation to individual second level schools for a particular school year consists of the allocation warranted by the enrolment at the end of September of the preceding school year, having regard to the current pupil teacher ratio, together with approved ex-quota or concessionary posts.

The employment of post primary teachers within the approved allocation is a matter in the first instance for the managerial authorities of the schools concerned. They must have certain flexibility in regard to the category of teacher to be employed in order to enable them to provide for the needs and subject choices of the pupils attending their schools.

The PCW agreement provided for the filling of a greater number of posts in the community-comprehensive and vocational sectors in a permanent capacity. It also provided for permanent appointments in respect of VTOS and traveller education. The appropriate circulars authorising the implementation of these provisions have been issued to the relevant school authorities by my Department.
