Bernard J. Durkan

Question:

214 Mr. Durkan asked the Minister for Public Enterprise the number and names of persons working in a public relations or similar capacity, whether directly or on a consultancy basis, for her Department; the person or persons to whom each individual group reports; the precise function of each individual; the terms, conditions of employment and remuneration in each case; the vote or subhead from which this remuneration is taken; the operating instructions, if any, given in each case and by whom; the outside agencies, if any, involved in this work; if so, the extent of this involvement; the extent and nature of back-up facilities, if any, available to these persons; and if she will make a statement on the matter. [8037/98]

Mr. Richard Moore is employed by me as Press Adviser. He was also Press Adviser to two previous Ministers. He is employed on a contract basis subject to the Civil Service Commissioners' Act, 1956. He reports directly to me and under his terms of appointment he is required to perform the duties which his title implies and any others deemed appropriate to his position.

Mr. Moore's terms and conditions of employment are set out in his contract of employment and are the same as those laid down by the Department of Finance to be applied to special advisers to Ministers. His remuneration at present is £42,158 and is paid for out of my Department's voted salaries subhead.

In addition, my Department has a permanent Press and Information Office, staffed by an information officer (at assistant principal level) and two clerical officers. This office is the Department's primary interface with the media and the general public.

The staff in the office are all full-time Civil Servants and are paid from my Department's salaries subhead. They report to the Secretary-General.

Both the Press Adviser and Press Office avail of the media monitoring services of the GIS on a daily basis.

There are no persons or consultants working in a public relations or similar capacity for my Department.
