Written Answers - Polling Schemes.

Question:

202 Mr. McCormack asked the Minister for the Environment and Local Government if he has made a decision on the revised polling scheme in County Galway which was forwarded to his Department in July 1997; and if he will make a statement on the matter. [9838/98]

The polling scheme submitted to my Department by Galway County Council is under examination.

Question:

203 Ms O. Mitchell asked the Minister for the Environment and Local Government the predicted timescale for the construction of the Dublin port access tunnel; if it is still expected to be sufficiently advanced to qualify for EU funding under the current round; if his attention has been drawn to any plans by the National Roads Authority to toll this facility; and, if so, the way in which they might affect the level of EU grant aid. Planning of the proposed Dublin port tunnel is being advanced by Dublin Corporation, acting under the general supervision of the National Roads Authority which has overall responsibility for the planning, design, construction and financing of national roads.

Costs arising from the planning and design of the project are being co-financed by the Cohesion Fund under the current round of EU funding. If the project is approved under the relevant statutory procedures, it is intended that costs relating to its construction will be proposed for co-financing from the Cohesion Fund in the post-1999 period.

The DTI final report recommended that, to maximise its effectiveness, implementation of the project should be accompanied by traffic management measures, including tolling. The Government decided in October 1994 that the Dublin port tunnel should be progressed on this basis and the NRA is accordingly considering a toll scheme in this context. At this stage, it is not possible to anticipate the implications, if any, a decision to toll the tunnel for traffic management purposes might have for rates of EU assistance.
