Written Answers - Tax on Plastic Bags.

214 Mr. Gormley asked the Minister for the Environment and Local Government the plans, if any, there are to introduce a tax on plastic bags. [9956/98]

I am aware of the Deputy's previous reference to taxation of plastic bags.

I am conscious of the value and potential of using the fiscal system to achieve environmental objectives and to promote a more sustainable society. Economic instruments, including green taxes, are internationally recognised as offering flexible and cost-effective means of changing environmentally damaging behaviour, and preventing rather than controlling environmental pollution. I am pursuing with the Minister for Finance the possibility of a carefully applied tax on the use of plastic bags. While there are Single Market and other design concerns to be addressed, Ireland can draw upon the experience of other EU member states where fiscal measures to influence consumer behaviour are more advanced but harmonious with Community law.
