Written Answers - Leaving Certificate Examination.

310 Mr. U. Burke asked the Minister for Education and Science if he has satisfied himself that the appeals system in the leaving certificate examinations is fair and reliable in view of the fact that examinations commissioners stated that appeals in two cases were not properly processed; and if he will make a statement on the matter. I am satisfied with the fairness and reliability of the leaving certificate appeal system which, as the Deputy will be aware, involves a full remarking of a candidate's work by a different examiner.

I believe giving candidates access to an examination commissioner was an important and positive new development in 1997 which improved the appeal process.

My Department is conscious of the need to continually review and strengthen where necessary all of the systems which apply to the administration of the State examinations. In their report the commissioners made a number of recommendations in relation to their terms of reference and the documentation used. I have accepted these recommendations and they will be implemented this year.
