I propose to take Questions Nos. 20 and 60 together.

My responsibility in regard to genetic engineering relates to implementation of Council Directives 90/219/EEC on the contained use of genetically modified micro-organisms and 90/220/EEC on the deliberate release of genetically modified organisms to the environment. The fundamental objective of these two EU directives, and of the national implementing regulations, is the protection of human health and the environment.

I am fully committed to a precautionary approach on the use and propagation of genetically modified organisms, GMOs, and to the provision of full information to the public. To inform public debate, and in anticipation of proposals to update Directive 90/220/EEC, I have asked my Department to prepare a draft consultation paper on a national policy position on the deliberate release of GMOs. This draft policy paper will be completed shortly and will be made widely available for the purpose of consulting and establishing the views of all interests, including the biotechnology industry and the general public. National policy on the deliberate release of GMOs to the environment will be re-evaluated in light of this process.
