Since July 1997, a number of expert groups have been established. The east coast marine emergency helicopter contract evaluation group was established to evaluate the specification and tendering for the east coast marine emergency helicopter contract. The group, which had seven members, reported on 14 November 1997. The costs associated with the group were £8,553.19. The steering group for expenditure review of the Irish marine emergency service, which has six members and is overseeing the expenditure, is due to report later this year. The estimated cost associated with the group is £15,000-£20,000 for management consultants.

The task force on the dumping of radioactive materials in the maritime area was established to review and assess the information becoming available on the dumping of radioactive materials and based on the review, to advise on monitoring and management measures in order to ensure maximum protection of our marine resources and restore public confidence in the quality of the marine environment. The group, which has eight members, is due to report shortly. There are no additional costs associated with the task force over and above normal administration costs. The aquaculture industry forum which comprises 15 members, was established to facilitate and improve communication between the aquaculture industry, the Department and State agencies on key strategic issues and challenges facing the industry. The forum reports on an ongoing basis to the Minister of State, Deputy Byrne. There are no additional costs associated with the task force over and above normal administration costs.

The task force on seafarer training and employment, which has 13 members, was established to examine the current training activities and capabilities in Ireland; to determine opportunities and threats to Irish seafarer employment; to establish the potential for increased employment through improved training; and to consider potential sources of funding for seafarer training. The group is due to report at the end of June 1998, and will cost no more than £8,000, including fees, for consultancy assistance and public consultations.

The liaison group on forest service human resource training was established to examine the current training activities and future requirements to meet the needs of the forestry sector. The group has 17 members, including representatives of Coillte, Forbairt and Teagasc, and is due to report in September 1998. The estimated cost of the group is £750. The task force on the management and marketing of herring was established in November 1997 to comprehensively assess the management and marketing of herring to maximise the returns for the catching, processing and exporting sectors of the Irish fishing industry. The task force has 17 members and its report will be published shortly. The principal cost outside normal administration will be in publishing the report.
