120 Mr. Perry asked the Minister for Agriculture and Food when a person (details supplied) in County Sligo will receive the balance of her beef top-up premium; if it can be paid immediately in view of the fact she is in severe financial difficulty; and if he will make a statement on the matter. 121 Mr. Perry asked the Minister for Agriculture and Food when a person (details supplied) in County Sligo will receive her area aid extensification payment; if it can be paid immediately in view of the fact that she is in severe financial difficulty; and if he will make a statement on the matter. I propose to take Questions Nos. 120 and 121 together.

On examination of the 1997 area aid application and maps of the person named, an apparent overclaim of land was discovered. The area aid unit of my Department is writing to the person named and enclosing a map, with a view to clarifying the position. When the map is returned, processing of the 1997 area aid application will then be finalised and, if due, a further 30 per cent balancing payment will issue to the person named under the 1997 special beef premium scheme.

Any remaining payment due under the 1997 special beef premium scheme cannot be made until such time as national quota usage for 1997 has been determined. Quota usage is determined by reference to the overall number of animals deemed eligible for payment under the 1997 ten month special beef premium scheme and this will not be known until late May 1998 at the earliest. Likewise, payment of extensification premium cannot be made to eligible producers until the definitive position regarding special beef premium quota usage is determined.

The person named applied for premium in respect of two animals under the 1997 special beef premium scheme. He has been paid £162.30, being a 90 per cent payment in respect of the two animals.

Any remaining payments due under the 1997 special beef premium scheme cannot be made until such time as national quota usage for 1997 has been determined. 123 Mr. Perry asked the Minister for Agriculture and Food if a person (details supplied) in County Sligo can be approved for his slatted house grant in view of the fact that he was already approved in 1995 as his property is situated between two lakes in the natural heritage area; and if he will make a statement on the matter. An application in this case was received in my Department under the control of farm pollution scheme on 20 February 1995. The applicant was requested by letter dated 16 January 1996 to submit a drawing of existing facilities and proposed developments, together with planning permission if relevant. As no response was received within the specified time of six months, the application was cancelled. The applicant was informed accordingly in writing on 14 October 1996.

124 Mrs. B. Moynihan-Cronin asked the Minister for Agriculture and Food when 1997 cattle headage will be paid to a person (details supplied) in County Kerry. [11027/98]

The herd number of the person named is associated with the herd number of another person who has already been paid cattle headage under the 1997 scheme. Under the terms and conditions of the 1997 cattle headage scheme, my Department must be satisfied that both herds are operated as separate individual economic units before grants can be paid to each person. The matter is being investigated at present and the person named will be informed of the outcome as soon as possible.

The person named submitted applications under the ten month and 22 month special beef premium schemes in both February and December 1997. The February ten month and 22 month applications were both in respect of two animals and the 90 per cent advance payment has issued on these applications.

The December ten month application was in respect of 66 animals, on which 90 per cent advance payment has issued. The December 22 month application was in respect of 83 animals. This application was randomly selected for field inspection. The inspection was carried out on 5 May 1998 and the file has yet to be returned to the special beef premium unit. On the understanding that no problems were identified at the field inspection, the application in question will be processed for payment immediately on return of the inspection file.

The person named submitted five applications for special beef premium under the 1997 schemes and has received 90 per cent advance payment on these applications. Details are as follows:

Based on the area aid details currently recorded, the person named is stocking density restricted on his December 22 month application. However, it is understood that the area aid unit is examining this case.

130 Mr. Deenihan asked the Minister for Agriculture and Food when ten and 22 month beef premium payments will be made to a person (details supplied) in County Kerry; and if he will make a statement on the matter. [11033/98]

The person named submitted applications for ten month and 22 month special beef premium in December 1997. His 22 month application was in respect of two animals and a cheque for £162.30, representing a 90 per cent advance payment, issued on 29 April 1998.

His ten month application was in respect of 30 animals, two of which were ineligible on age grounds. A cheque for £1,244.34, representing a 60 per cent advance payment for 23 animals, issued on 29 April 1998. As the remaining five animals are not registered with the national calf registration service in Bandon, the balancing payment is delayed pending their registration. These animals originated in the herd of the person named and the onus is on him to have them registered.

The person named submitted a ten month special beef premium application, in respect of 12 animals in November 1997. However, as the person named did not submit an area aid application his entitlement under the premia schemes is restricted to 15 livestock units after taking account of any ewes applied on under the ewe premium scheme and the national livestock unit value of any milk quota held, the quota is 879. As the person named has a milk quota of 32,680 gallons, which is equivalent to 36,433 livestock units, no payments are due.
