Question:

328 Mr. Hayes asked the Minister for the Environment and Local Government the action, if any, taken by his Department in response to the recommendations contained in the review group report on the role of the supplementary welfare allowance in relation to housing which was published in December 1995; and if he will make a statement on the matter. [11646/98]

The report of the review group was submitted to the Minister for Social, Community and Family Affairs and action in response to the report is generally a matter for the Minister.

Certain measures which relate to my Department's area of responsibility, regarding assessments of housing needs, voluntary housing capital assistance scheme, assessment for SWA mortgage supplementation of borrowers of housing finance agency income-related loans and appropriate local arrangements between local authorities and health boards for dealing with the problem of homelessness, have been put in place. In addition, an interdepartmental committee under the aegis of my Department is currently considering the issues invovled in possible transfer of the administration of the SWA rent and mortgage supplementation scheme from health boards to local authorities and will report shortly. This committee is taking account of relevant matters in the review group's report, including co-ordination between local authorities and health boards.
