Question:

329 Mr. Hayes asked the Minister for the Environment and Local Government the reason there is significant variation in the number of rental dwellings inspected by local authorities compared to the number on the actual register; and if he will make a statement on the matter. [11647/98]

330 Mr. Hayes asked the Minister for the Environment and Local Government if he has satisfied himself with the implementation of the Housing (Registration of Rented Housings) Regulations, 1996; the action, if any, he proposes to take in order to increase the number of private rented dwellings registered with local authorities; and if he will make a statement on the matter. I propose to take Questions Nos. 329 and 330 together.

Local authorities are responsible for the enforcement of the Housing (Standards for Rented Houses) Regulations, 1993, the Housing (Rent Books) Regulations, 1993 and the Housing (Registration of Rented Houses) Regulations, 1996. It is a matter for each authority to put in place arrangements to ensure the effective implementation of the regulations, including such inspections as may be necessary. I am concerned to see an improved level of implementation of these regulations and to this end, local authorities have been regularly urged by my Department to take all steps open to them to secure compliance by landlords with the regulations.
