Question:

535 Mr. R. Bruton asked the Minister for Education and Science if the local authorities administering the higher education grant scheme require income figures to be submitted in the years following the first approval; the circumstances, if any, in which the authorities can modify or withdraw a higher education grant; and whether uniform procedures are applied in relation to these two issues by each local authority administering the scheme. Higher education grants are awarded provisionally for each academic year and are not continued in any subsequent academic year unless the local authority is satisfied that the terms of the scheme continue to be complied with.

The local authorities may request candidates to submit details of income in years following the first approval to ensure that the reckonable income is within the limits set down in the scheme.

The local authorities may award, adjust or withdraw a grant following a change in circumstance in relation to—

(a) the candidate's reckonable income, where the change is likely to be permanent,

(b) the number of dependent children or the number of children in full-time third level education, and

(c) normal residence

These regulations apply equally to all candidates irrespective of the local authority administering the scheme.
