Brendan Kenneally

Question:

65 Mr. Kenneally asked the Minister for Agriculture and Food if he will review the decision to refuse an allocation of suckler cow quota from the 1998 national reserve to a person (details supplied) in County Waterford in view of the illness this person has suffered which has been documented to his Department; and if he will make a statement on the matter. [12532/98]

The person named has applied for an allocation of suckler cow quota from the 1998 national reserve.

I have accepted the recommendations of the quota review group which gave priority for the allocation of quota from this reserve to eligible applicants with low livestock units. Livestock units are calculated with reference to applications under the suckler cow premium scheme, ewe premium scheme and special beef premium scheme and from any milk quota held by the applicant. All the available quota has been utilised by eligible applicants with less than 5.8 livestock units.

As the person named already has 27 livestock units, suckler cow quota of 17 and special beef premium of ten livestock units, he is not eligible to receive an allocation of quota from this reserve.

The quota section of my Department has no record of having received medical evidence from the person named but in any event this would not be relevant to his eligibility for an allocation of quota from this reserve.

Question:

66 Mr. Durkan asked the Minister for Agriculture and Food when a sheep subsidy will be paid to a person (details supplied) in County Meath; and if he will make a statement on the matter. [12533/98]

Grants under the sheep headage scheme are based, inter alia, on the forage area and classification of grazings available in the disadvantaged area as indicated on an applicants 1997 area aid form. In the case in question, according to area aid records the forage area available is classified as lowland grazing in the non-disadvantaged area therefore, the person named is not eligible for any payment under the scheme.

Question:

67 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his installation aid grant in view of the fact that he was promised payment over two months ago. [12534/98]

The file in this case is in the final stages of processing. If everything is found to be in order payment should issue within four weeks

Question:

68 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will receive a 1997 special beef premium payment for the first instalment on the remaining two animals and the balance payment on the full 37 animals as applied for. [12535/98]

The person concerned submitted one 22 month special beef premium application in respect of 37 animals on 11 March 1997. A 60 per cent payment of £1,893.57 on 35 animals issued on 10 March 1998. A payable order dated 29 May 1998 in the amount of £1,109.09 will issue tomorrow. This amount represents a further 30 per cent payment on the 35 animals and a 90 per cent payment on the remaining two animals. Any final balancing payment due will issue after the definitive position vis-á-vis the national quota usage for special beef premium has been established. It is expected that the position regarding usage of quota will become clear shortly.

Question:

69 Mr. Neville asked the Minister for Agriculture and Food when a 1994 extensification premium will be paid to a person (details supplied) in County Limerick. [12536/98]

The person named will be paid his 1994 extensification premium grants within the next week.

He could not be paid previously as the stocking density of his holding was calculated at 2.09 livestock units per hectare and under Article 4(h) of Council Regulation (EEC) No 2066/92 a producer must have a stocking density of less than 1.4 livestock units per hectare in order to qualify for extensification premium.

However, he recently submitted an official milk recording certificate which certified an average yield greater than the national average yield of 897 gallons used in the previous calculations. This higher certified yield, when used in the calculations, caused his stocking density to be reduced to 1.17 livestock units per hectare and thus qualifying for 1994 extensification premium grants.
