147 Mr. Creed asked the Minister for Agriculture and Food if he will grant cattle headage payments to a person (details supplied) in County Cork in view of the fact that an area aid application was not submitted for 1996 on the basis that applications were submitted in all other relevant years and that the information contained therein is exactly similar to that which should have been included in an 1996 application. Under EU regulations the 1996 area aid scheme closing date for receipt of applications was 15 May 1996. In order to qualify for all area aid based payments an application had to be submitted before the closing date.

Any application received after that date was subject to penalties for late receipt. These amounted to 1 per cent per working day up to 9 June 1996. All applications received after that date were subject to a 100 per cent penalty. As no application was received, the person named is not eligible for payment under the 1996 cattle headage scheme.
