181 Mr. Penrose asked the Minister for Finance the steps, if any, he will take to put in place a contributory pension scheme for non-established civilian workers instead of the non-contributory scheme which is currently in place which fails to meet the workers' needs; and if he will make a statement on the matter. [14861/98]

This matter was comprehensively addressed in the context of the 1991 Joint Industrial Council Agreement on Rationalisation of Pay Rates and Grading Structures of CIF-related general operatives employed in Government Departments. The agreement followed a fundamental review of the grading and pay structures and pay relationships of general operatives and the agreement was in full and final settlement of all claims on behalf of general operatives employed in Government Departments. The agreement set out the position regarding pension arrangements and noted that no change was being made to the non-contributory pension scheme for non-established State employees. Accordingly, I have no plans to amend the non-contributory pension scheme for non-established State employees.
