Question:

223 Mr. Quinn asked the Minister for Health and Children the specific commitments, if any, set out in An Action Programme for the Millennium which have been implemented in full; the commitments, if any, implemented in part; the commitments, if any, initiated; the commitments, if any, yet to be initiated and implemented by his Department; and if he will make a statement on the matter. [15048/98]

The information required by the Deputy is set out below. I will be happy to supply further details in relation to progress on specific commitments on request.

Commitments implemented in full:

Establish Food Safety Authority

Implement Child Care Act in full

All Party Committee on the Constitution to consider constitutional amendment on individual rights of children.

Commitments implemented in part:

Nationwide rehabilitation services for drug addicts

A new deal for the travelling community
Implement the recommendations of the Finlay report
Tackle hospital waiting lists
Substantially improve mental health and autistic services
Funding of rape crisis centres
Funding and provision of refuge accommodation
Implement the recommendations of Kilkenny incest inquiry report; Kelly Fitzgerald report and Madonna House report
Adequate resources for national respite care
Promotion of disabled access to public spaces
Provide residential facilities for those with mental handicap and autism
Ensure health and social services are responsive to the needs of the elderly.
Commitments initiated:
Review medical card eligibility and medical card guidelines
Initiate value for money audits in the health service
Support establishment of heart and lung transplant facility
Consider strategic alliance for VHI
Mandatory reporting of child abuse
Review protection of children services
Establish voluntary contact register for adult adoptees
Develop national hospice plan
Expand remit of Ombudsman to include medical matters.
Commitments yet to be initiated and implemented:
Increase private nursing home subvention.
