Vol. 493 No. 2

Written Answers. - UN General Assembly.

Ruairí Quinn

Question:

95 Mr. Quinn asked the Minister for Justice, Equality and Law Reform if he will report on his attendance at the United Nations General Assembly special session on drugs; and if he will make a statement on the matter. [13395/98]

I headed the Irish delegation to the UN General Assembly Special Sessions on Drugs (UNGASS) which took place from 8 to 10 June last. During the general debate, I addressed the Assembly on 9 June. My address covered, inter alia, the effect of drugs on communities, measures that have been or will be taken by the Irish Government to combat the threat of drugs and the resolutions subsequently adopted at the General Assembly. Other speakers in the general debate included Presidents Clinton, Chirac, Deputy Prime Minister Prescott and Commission Vice President Marin.

The following were adopted during the final session of the assembly: a political declaration; a declaration on the guiding principles of drug demand reduction; an action plan against the illicit manufacture and abuse of amphetamine type stimulants and their precursors; a resolution on the control of precursors; a resolution on judicial co-operation; a resolution on countering money laundering; an action plan on international co-operation on the eradication of illicit drug crops and alternative development.
The special session also considered the interim report of the High Level Experts Group appointed by the UN Secretary General to review progress on the UN efforts against drugs. The experts group is expected to submit its full report by the end of the year.
