Bernard Allen

Question:

158 Mr. Allen asked the Minister for Foreign Affairs the working groups, reports, studies and consultancies commissioned by his Department since taking office; the estimated cost of each, where applicable; the date the report of each was received or is scheduled to be received; and whether each has or will be published. [15760/98]

The following are the details requested by the Deputy:

A total of 84 short-term consultancy assignments details of which are shown hereunder were commissioned for the Development Co-operation Division during the period in question. The estimated total cost of these assignments is £780,505. A report for each consultancy is received within a month of completion of the assignment. As the purpose of the assignments is to assist with the review and evaluation of existing projects and to plan, design and prepare new projects under the Irish aid programme, the reports are not published. However, a full list of consultancies is published in the Irish Aid Annual Report entitled "Ireland's Official Development Assistance".

The Department has commissioned ECA, Employment Conditions Abroad Ltd., a London-based firm, as consultants in connection with the review of the allowance system which the Department is currently undertaking. ECA offers advice and assistance in devising remuneration packages for staff serving abroad. They have been commissioned by the Department to advise on and test the design of a new, more transparent and effective system for calculating foreign allowances currently being developed by the Department.
The cost of the consultancy is estimated at £6,800. The consultancy is under way and is expected to be completed within the next month or so. Given the nature of the consultancy, no formal report will be produced by ECA. As the advice and assistance which ECA will make available is intended solely for internal use it is not intended to publish the findings.
The Department has requested CMOD, the Centre for Management and Organisation Development, in the Department of Finance, to carry out a study of the human resources management function within the Department of Foreign Affairs and to suggest the optimum organisational arrangements for performing this function. This study is currently under way and it is hoped that it will be completed by the end of July. Given the nature of the study, there are no plans at present to publish the CMOD recommendations and there is no cost to the Department for this study.
Mr. Rory McCabe was employed on a consultancy basis for the six month period from 1 January to 30 June 1998 to advise me on the major issues arising in the European Union over the six months in question, including follow-up to the Luxembourg Summit and the issues arising in the context of the Amsterdam Treaty. The fee payable to him is aper diem rate of £150, subject to a maximum of £3,000 per month, plus VAT. As his role was purely advisory the question of providing a report does not arise.
