Question:

211 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his installation aid grant in view of the fact that he was promised payment over three months ago. [16016/98]

Payment of installation aid in this case must await determination of eligibility on the basis of an assessment made by Teagasc of the viability of the farm for the production years 1994 and 1995. The case concerned will be finalised as soon as the Teagasc assessment is received.

212 Mr. Ring asked the Minister for Agriculture and Food the reason a person (details supplied) in County Mayo had his first instalment of his 1998 ewe premium reduced to recoup an overpayment in view of the fact that he was not notified of the overpayment; if it is Department policy to reduce a cheque amount without prior notification to the herdowner; and if he will outline the way in which the overpayment arose. [16017/98]

The person named was paid £810.60 cattle headage and £883.33 sheep headage on foot of 1997 applications based on an area aid declaration of 19.35 hectares. It was subsequently discovered that one parcel of land was overclaimed (parcel No. P23103063). The headage grants were recalculated based on the reduced area and the person named was deemed to have been overpaid £276.09. This amount was automatically put on to the overpayment file for recovery. Unfortunately the 1998 ewe premiums were made shortly afterwards and the overpayment was recouped before the person was informed.
